Develi Mayor

Adem ŞENGÜL was born in Develi in 1975. He completed his primary education at Develi İnönü Primary School, his secondary education at Develi Imam Hatip Secondary School, and his high school education at Develi Health Vocational High School. He completed his higher education by graduating from the Computer Programming, Occupational Health and Safety, Public Administration Department of the Faculty of Economics, and Health Management departments. He completed his Master's degree in Health Institutions Management at the Faculty of Economics and his doctorate in Economics. In addition to successfully completing training programs such as “Mediator Management and Leadership”, he also has many academically published articles. He started his civil service career in Özvatan district of Kayseri in 1993 and held administrative positions at Kayseri State Hospital before serving as the Mayor of Develi.

He is married and has three children. Adem ŞENGÜL, a father of children, was elected Mayor of Develi Municipality by the people's choice in the March 31, 2024 Local Elections.

Duties and Powers of the Mayor

a) As the highest-ranking official of the municipal organization, to direct and manage the municipal organization and protect the rights and interests of the municipality.
b) To manage the municipality in accordance with the strategic plan, to create the institutional strategies of the municipal administration, to prepare and implement the budget, performance metrics of municipal activities and personnel in accordance with these strategies, to monitor and evaluate them, and to submit reports on these matters to the council. to present.
c) To represent the municipality in government offices and ceremonies, and in courts as a plaintiff or defendant, or to appoint a representative.
d) To preside over the council and the executive committee.
e) To manage the movable and immovable properties of the municipality.
f) To monitor and collect the income and receivables of the municipality.
g) To enter into contracts, provided that the decision of the authorized bodies is obtained.
h) To implement the decisions of the council and the executive committee.
i) To implement the budget, and to approve transfers in the budget that are outside the authority of the council and the executive committee.
j) Municipal personnel appoint.
k) To supervise the municipality and its affiliated organizations and businesses.
l) To accept unconditional donations.
m) To take the necessary measures for the peace, well-being, health, and happiness of the townspeople.
n) To use the budget allocation for the poor and needy, to carry out services for the disabled, and to establish a center for the disabled.
o) The allocation for representation and hospitality expenses.
p) To perform the duties and exercise the powers given to the municipality by law that do not require a decision of the municipal council or municipal executive committee. use.
