He was born on 10/02/1970 in Şıhlı Neighborhood, Develi District, Kayseri Province. He completed his primary education at Şıhlı Atatürk Primary School. He completed his secondary education at Develi Imam Hatip High School. He completed his higher education by graduating from Anadolu University, Department of Business Administration. He started working as a civil servant at Şıhlı Municipality on 14.11.1993. On 14.10.2004, he transferred from Şıhlı Municipality to Develi Municipality. During his 25-year career, Recep Onaran served in various departments of the Municipality and has been serving as the Director of Financial Services since 02.05.2024. He is married and has 3 daughters.
