4. Conditions for participation in the tender
and required documents and criteria to be applied in the evaluation of qualifications:
4.1.In order for bidders to participate in the tender, they must declare the following:
documents and qualification criteria, as well as information regarding non-price factors, within their e-bids.
4.1.2.Information showing that they are authorized to submit a bid;
4.1.2.1.For legal entities; Information regarding the officials in charge of the bidders, and, depending on the circumstances, the partners and their partnership ratios (excluding publicly offered shares)/members/founders, is obtained by the administration from EKAP.

4.1.5. The entire or a part of the procurement subject to the tender cannot be subcontracted.
4.1.6. 5. The most economically advantageous offer will be determined solely on the basis of price.
6. Only domestic bidders may participate in the tender.
7. The tender document can be viewed free of charge via EKAP.
However, those who will submit bids are required to download the tender document via EKAP using an e-signature.
8. Bids, after being prepared electronically via EKAP, must be signed with an e-signature and sent via EKAP along with the e-key related to the bid until the tender date and time.
9. Bidders will submit their bids in the form of unit prices, based on the total price obtained by multiplying the quantity of each work item by the unit prices offered for these work items. As a result of the tender,
a unit price contract will be signed with the successful bidder.
10.Partial bids may be submitted in this tender.
11.Bidders shall provide a provisional guarantee of not less than 3% of the bid amount,
in an amount they determine themselves.
12.Electronic auction will not be held in this tender.
13.The validity period of the submitted bids is 60 (sixty) calendar days from the tender date.
14.Bids cannot be submitted as a consortium.
15. Other matters:
Explanations will be requested from bidders whose bid price is determined by the tender commission to be excessively low, in accordance with Article 38 of the Law.
